empa is a regional initiative established to develop the capability of the local
authority clients, contractors and suppliers to deliver construction work using

value improvements. This programmed delivery of works is directed at present
towards a repairs and maintenance framework for works valued at
- 24 hour Emergency Callout (starting value from £1 to £25,000)
- Responsive Maintenance (starting value from £1 to £25,000)
- Planned, Cyclical Maintenance (aggregated budgets of up to £350,000)
- Servicing (aggregated budgets of up to £350,000)
- Minor Works up to £10,000.
- Options for individual clients may also include Fully and Partially Managed Solutions; and Call Centre Services.
The East Midlands Region will be split for procurement and operational arrangements
into 6 sub-regions and accordingly there will be 6 lots you can bid for. The
procurement exercise will be conducted using the competitive dialogue procedure.
