Minor Works Framework - Expressions of Interest Stage - OJEU Notice 2008/S 240-319183
The East Midlands Property Alliance (EMPA) is a regional initiative established
to develop the capability of local authority cilents, contractors and suppliers
to deilver capital and planned programmes of work using best practice techniques
and providing opportunity for ongoing efficiency and value improvements. This
programmed delivery of works is directed at present towards a capital and planned
building works framework for projects valued at £10k-£2m which will be split into
two bands, £10k-£500k and £500k-£2m . The East Midlands Region will be split
for procurement and operational arrangements into 6 sub-regions for each band
(accordingly there willbe 12 lots).
EMPA is directed by an Executive Board made up of representatives from East Midlands
local authorities.
Scape acts as the Contracting Authority for EMPA. Scape, through this procurement
exercise, is seeking to enter into a framework agreement with a number of contractors
to establish a call off arrangement for the construction of Minor works not yet
identified, providing in addition when required design and associated services
(the "Framework"). The Framework will be for a period of 4 years.
To express an interest in this framework please download the documents listed
below and return your completed prequalification questionnaire (PQQ) by 12 noon Monday 26 January 2009.
The Guidance Notes should be read in conjunction with the PQQ and Appendices
and the instructions attached to the questionnaire. The instructions contained
within the PQQ will be the provisions governing the marking of the PQQ.
An amendment to the OJEU notice has been issued for this framework - a copy of the amendment can be downloaded below. The principal changes are:-
- The minimum company turnover, for all lots, to be £2.5m
- Number invited to tender

- Lot 9 = 14
- Lot 10 = 14
